Japanese Animation Industry on a Tight Budget?

I have yet to confirm this (also since this was written way back in 2006), but I followed it from this link (one of my commentariats) out of curiosity and my interest was piqued.
Confirm this for me. Please. Is this true?

Fact is that outsourcing has been going for ages and the industry still keeps on growing. There are several studios that don’t rely on that and makes most stuff in-house, such as KyoAni and BONES but also Bee-Train, SHAFT or the indepenent Studio 4°C. There are also many studios who abuse outsourcing to its fullest. Due to the growth of the market the situation has kept the same for a long time and it will hold that way for at least 5-10 more years.
There will be always the huge crowd at the bottom and those who actually make it as known animator to be independent and to be able to choose for their work on their own. Normal selection process and people usually know what it means to start working in the animation business.
I for one enjoy projects like Studio 4°C and as of late Satelight do or the KyoAni and BONES quality or the all-star works by Gainax, Ghibli, Production IG and Madhouse and those studios are very likely to not completely change their policies.
